The problem doesn't appear to be in xf86-video-ati after all:

Debian w/ SLES10's ati_drv.so (6.5.7) and radeon_drv.so (4.0.3) only
works on one screen.

SLES10 w/ Debian unstable's ati_drv.so (6.6.3) and radeon_drv.so (4.2.0)
works on both screens.

I made sure to use the exact same xorg.conf on both systems.  Also, both
setups required the use of -ignoreABI to start X (as expected).
