Do any dists have any fop versions newer than 0.95?
Gentoo and Debian only have 0.95. I haven't searched for other dists'
package lists.

I doubt so. Debian has it in the experimental branch and is a manual install. However, this is an improvement over the "no" for everybody. At least those who do have 1.0 can build the docs. For those who don't, they still get the "no" :-)
It's a noop for the majority. As we move forward to the next release, more people will upgrade and get fop 1.0. This gradual move will let us know if/where problems are. We would like not to have next release with fop disabled again.
That's the plan. We have to make do with broken tools.
Thanks
