However, this is an improvement over the "no" for everybody. At least those who do have 1.0 can build the docs. For those who don't, they still get the "no" :-) It's a noop for the majority. As we move forward to the next release, more people will upgrade and get fop 1.0. This gradual move will let us know if/where problems are.
