I had not noticed before, on my distro the README (but not ChangeLog) is installed in doc.<BR>
ChangeLog definitely does not go with docs.<BR>

Let the distro speak up if they want us to install. <BR>
They have been installing this file for years now and never asked for us to do it.<BR>
It could be worse to have just one module out of 240 doing it differently as it may break their installation process.<BR>

If a majority of distro want the README file installed, then let's do it everywhere!<BR>

Because a file is not installed, it does not mean it is useless. There is a user/developer<BR>
audience difference. Not all docs are installed, for instance the server installs only one.
