[PATCH libX11 0/2] Make path the Xcms.txt configurable.

This patchset removes a minor oddity from Xlib ie.
it makes the path to Xcms.txt build time configureable.
The hard coded path also was not LSB conformant.
Also it now installs the file in $(X11_DATADIR) rather
than in $(libdir)/X11 as it is really architecture
independent.
