[PATCH libX11 2/3] config: require fop minimum version 1.0

This version fixes a bug in fop 0.95 where fop crashes in the
presence of some characters like the latin capital sharp s.

The XORG_WITH_FOP macro must be at version 1.15 in order
to be able to specify the minimum version.

This does not ensure that there are no other bugs in fop
nor does it ensure that any point versions of 0.95
or earlier versions of fop do have the bug.

The fop backend is only used for pdf version of DocBook/XML
documentation which only a limited number of builders have
an interest in. It is justified to raise the bar to not only
ensure that it builds, but that the output is the best possible.

If version 1.0 is not available, the docs are skipped but the build
does not abort.
