I had not noticed before, on my distro the README (but not ChangeLog) is
installed in doc.
ChangeLog definitely does not go with docs.

Let the distro speak up if they want us to install. 
They have been installing this file for years now and never asked for us
to do it.
It could be worse to have just one module out of 240 doing it
differently as it may break their installation process.

If a majority of distro want the README file installed, then let's do it
everywhere!

Because a file is not installed, it does not mean it is useless. There
is a user/developer
audience difference. Not all docs are installed, for instance the server
installs only one.
