They don't require (but nothing breaks if there is) an explicit dist
action, but they require an explicit install action. Distributions would
want to install those files as part of documentation, which is why I
moved them to dist_doc_ (the trick here is doc, rather than dist).

If they files were considered pointless, setting Automake to foreign
would not require their presence at all.
