TargetRefresh option gone, can't select initial refresh rate

Hello All,

I was pointed to this list via this bug:

I would like to draw people's attention to this bug which I experience 
as a regression from previous X releases. Please let me know if this 
really was intentional, if there are plans to fix it, or if I have 
overlooked a new method to archive initial selection of a certain 
refresh rate if there are multiple ones to choose. In the initial bug 
report I have detailed which procedures I don't consider viable 
work-arounds (and why).
