1.8 branch policy

Just in case no-one read it yet, I've written up the 1.8 branch policy on
the wiki page. Pretty much the same as the master policy with a few emails
being different.

Please make sure that you CC me on patches that need to be cherry-picked, or
for patch series simply send me a pull request. I'll regularly go through
master and see what should be cherry-picked but I'm likely to miss some
patches, so please be proactive here.

If for some reason I'm unresponsive for a day or two, airlied usually knows
which cover I'm hiding under.
