[ANNOUNCE] pixman 0.31.2 release candidate now available

A new pixman release 0.31.2 is now available. This is a release
candidate for a stable 0.32.0 release.

This release contains performance improvements to bilinear scaling,
and a large number of bug fixes.

Please test, and report bugs to the mailing list at
pixman at lists.freedesktop.org.
