Aaron noticed that the ABI version needed to be bumped before the
release, so I'm pushing that out in this RC. There haven't been any
ABI/API changes since RC1, of course, we just hadn't set the ABI version
at that point.

Otherwise, not a huge number of changes; that's to be expected during
this final bug-fixing phase of the 1.13 release. Thanks to all for
testing and sending patches!
